Captioning Media
What needs to be Captioned
Learn about what needs to be captioned:
Houston Community College is committed to the fundamental academic principle of accessibility by providing equal access to all of HCC’s programs & services. The Americans with Disabilities Act (ADA, 1990) & the ADA Amendments Act (2008), protects persons with disabilities from discrimination through barriers to communication. Communications with individuals with disabilities must be as effective as communication with others. The use of captioned media is one method in breaking down these barriers to equal communication access. Media in this context refers to audio and video.
There are two main categories of media:
- HCC Media: media that is produced by an HCC faculty or staff.
- Third party media- YouTube, Khan Academy, TED Talks, publisher’s media, etc… HCC Media in this policy refers to Audio and video resources that have been uploaded through Kaltura in Eagle Online or Edutube athttp://edutube.hccs.edu.This is the only media we can captioned. We can’t caption YouTube media, or other third party media because they reside in an external server and we don’t have rights to the media.
Media resources are differentiated by the following categories:
- Media created each semester for use by students only for that semester. This primarily reflects lecture capture videos or single use videos to be displayed for students in that one semester.
- Media used in the classroom that is provided beyond capturing a lecture or media that may be used for more than one semester. Examples— purpose-made discipline-specific videos, YouTube, Khan Academy, TED talks.
All media resources that fall under the 2nd category should be captioned.
Human Captioning vs Machine Captioning
Learn about the different between Human Captions vs Machine Captions:
- At HCC faculty have the option of captioning using Machine Captioning or Human Captioning.
- Voice recognition and other new technologies are certainly playing a large role in making media more accessible to all users. For now, though, it is still preferred that a transcript for use in closed captioning be created by a professional, human transcriptionist.
- While human transcriptionists may have to make extra effort deciphering other dialects or learning new terms, they still maintain many advantages over computers. The best voice recognition is trained to the pattern and speaking style of a specific voice, whereas most humans have experience listening to and interacting with people that speak in various dialects. Humans also benefit from collective memory, which means that new terms and phrases can get communicated and remembered very quickly across culture.
